Jews need to be subject to the laws they want for other people. Awkwardly they are deeply involved in the ME economy and so that homogenization with the U.S. would make the region a threat to Russia and China who could be sanctioned out entirely. You can either banish all Jews to Israel or force Jews to move out of Israel and live in nations where they have to live under laws they want for other people. It has the same result. The third option of annexing Israel does that but in a dramatically more aggressive way and would require concessions to accomplish.
