The idea is to make it so everybody except the ruling class is a paycheck away from utter destruction. Keeps you sedated at your job in a sorta so-so state of useful contentment and prevents risk-taking.You only have X amount of disposable income and this prevents you from being able to provide for yourself. Makes you less of a problem. If timmy only makes $45k a year but all expenses are $43k he can't be stockpiling ammunition, guns, food, water, and cultivating skills like he should.
