if you want a civil war you have to destroy as much infrastructure as you can in as short of a time as you can. get rid of your internet, electricity, and roads, maybe water and heat as well but no electricity will probably handle that itselfif you take too long to do this, it'll get caught and fixed before any major problems. if it all happens around the same time it will be absurdly expensive to fix and different areas will be prioritized leading to more unrest. this has to be done across an entire metro area (if not multiple), not just a few towns here and there. this would certainly not be fun to live in, I doubt anyone here has the balls (if even the know-how) to accomplish this, but it would get what you want. all of modern society is built upon a variety of precarious systems, if they collapse so too goes the security of all our lives, and so people will have to resort to more basic means to survive.
