It was retroceded becuase it was a comparatively economically unproductive area, too remote to the primary areas of development, and DC didn't really want it. River traffic which took effort favored the more developed DC side, it wasn't all that developed itself, and the economy it did have was still more tied to virginia than thebrest of the district. Slavery was a more contributing incidental economic factor than the primary one. They more or less gave it back becuase they thought it stunk and preferred it be someone elses problem.
