ww2 was not total war, the axis were not coordinated or really allies, they shared no intelligence, plans or weaponry, so there was basically a semi non aggression pact between europeans/russia and the japanese in the pacific, particularlly with the british, the japs only took the islands it was more a sphere influence thing
