They had mail delivery, freedom of religion, and as long as you paid your tithes and didn't cause trouble you were left alone in relative autonomy to continue living as you did before the Mongols.
Either French or the Dutch. The Dutch are much like Germans, but also like beavers, they build dams. That and they have some good cheese (the French do too, though)
