This is just in a small town, but the neighbors across the road do weird shouting and moaning almost every day. People who walk past on the sidewalk are talking fast and muttering to themselves. Might just be these sorts of people used to be locked up in asylums that aren't legal anymore. I know someone that works in the mental health ward and it's just a revolving door. They have crazy people come and go multiple times and they have no power to hold them. They'll literally assault people, do a few days or weeks in the ward and be released on meds, stop taking their meds and assault another person.
