Plus, ideally, they would need guarantees that should they conclude some kind of agreement with the US, it will not be broken a few months later by the very same administration or possible the next one in a few years. So ultimately, the conflict is very hard to find a compromise on, so in this sense he did lose, since his is likely going to last a while, which tarnishes US reputation both globally and in the Middle East and goes against Trump's own promises to his electorate.
