Immigrants should be restricted of income and labor, curtailing any lateral movement in career in focus of infrastructure jobs and menial labor so as to provide for the country they so desperately want to be a part of. When immigrants are allowed the same positions as citizens, it creates conflict and turmoil among the citizenries. This is not to say they don't deserve rights as incoming, soon to be citizens, by all means they do, but they do not deserve the same opportunities as they are not native to the land they walk upon. Perhaps their children do when they are born here and the parents prove they provide for the nation in some form.
