Citizenship as "birthplace or residence" is an ideal starter for a nation. America got it in the Constitution during Reconstruction with the 13th and 14th amendments

That is a birthplace-based, resident-based White citizenship. So they fixed it. They actually fixed citizenship. But then, they almost fuckin' ruin it with the 15th amendment which says
>the government can't stop citizens from voting... by race/color/slavey
It's just plain confusing for the amendment to be worded that way. Rather than simply stating "the government can't stop citizens from voting" it says "by race/color/slavery, specifically" as though the gov could stop voting for any other reason. It's a bad amendment which gives and then takes away citizen voting guarantee while randomly enabling votes by others who aren't as integrated in the society or political system (to the point where you go "so few people would try to use the loophole that it's both low impact but highly narrative-destructive")

They do. Inmates can't vote and some states ban people with a felony conviction on record from voting. Keep in mind you're talking about amendments put in motion right after the Civil war.
So of course it's all about ex-slaves and citizenship. It was an effort to bring final closure.
