The environmental monitoring and wildlife studies would've been dirt cheap because there's probably a long history of animal movement in the area on top of open source data. The construction may be a bit more because it's California and has earthquakes but wouldn't have the same structural load requirements as a regular overpass. The I-25 one which was the previous biggest at crossing 6 lanes was 15 million according to google so this plain Cali corruption. For a state that prides itself on its hippy, peace and love culture, they are still the same greedy fucks like back in the gold rush and oil rush days.

In Finland you have dozens of these, pretty much same size. Usually they are two giant short tunnel arcs together with flat top. It cost fraction to build those if compared to that californian one. Not even half million.

They are good, accidents on highway are pretty much zero these days, when there used to be atleast one Inna month someone cruising 120 km/h to grown up moose.
