Religion is something that is stringently implemented by Muslims, it's not a part time hobby like how Christians treat religion.If any Western nation was to ban halal slaughter or close the doors of mosques, all Muslims would up and leave voluntarily and without issue.All Muslims know that the moment their religion is under threat they are to make hijrah and leave the non-Muslim lands. Once it becomes impossible to practice Islam then you leave to the lands where it is possible.You see, everything such as economic reasons or safety reasons comes second to practising and implementing Islam. A Muslim could live in a mud hut or the remote wilderness as long as he has the ability to implement Islamic basics - praying, fasting, eating halal.Muslims are not married to nationalities or nation states, they are only married to Islam. The moment it becomes impossible to implement Islamic basics then Muslims simply move on, even it means their standard of living drops.Westerners don't understand this utter devotion to religion. For Westerners, religion is a bit of fun and games or some part time endeavour, but a Muslim binds every second of his life to pure religious commitment. If you want to throw all Muslims out of your lands by preventing them from practising Islam, Muslims will not fight it, they will simply shrug their shoulders, tale their prayer mats, put it down to Allah's will and leave. There's nothing complicated about this issue.
A proper western country can't ban Islam due to freedom of religion, etc. And even if halal slaughter is banned, muslims living in that country can simply import halal meat from other countries like Argentina and Brazil who will keep supplying its costumers throughout the world no matter what.

If you want to get rid of muslims in your country making it hard to get halal meat or pray, because then you need absolutely draconian laws, which can be a solution, but would inevitably be used against your religion. Preventing Muslims from practicing Islam will be counterproductive especially in countrys that has large number of Muslims like Russian. You might ask me why Muslims would do that, Because everyone in the world has the right to practice their religious rites without problems.
