Trump very transparently uses the pardon as a reward system. Like he doesn't even pretend (or perhaps understand) that he's supposed to treat it as a duty, not just a personal superpower to trade favors. He'll pardon her if he considers it to be in his personal best interest, regardless of what she did or didn't do, or whether she was sentenced appropriately. A sense of justice won't come into his decision-making at all. He'll probably wait until after the midterms if he's going to do it.
