That WebSocket connection is the mechanism Steam uses to bridge the gap between their website (the store in your browser) and the Steam desktop application running on your computer.
Because browsers operate in a “sandbox” for security reasons, they cannot directly invoke or control installed software on your operating system. To bypass this, the Steam desktop client runs a local WebSocket server on your machine, specifically listening at 127.0.0.1:27060.
When you click an “Open in Steam” button on the store, the JavaScript code you linked attempts to connect to that local socket to pass commands to the desktop application.
