If you were the government, how would you build an accurate database of all dual citizens?

I ask because I believe that citizens with only the nation's citizenship should be allowed to vote and run for office. So many problems would be resolved if this was enacted. However implementing this first requires knowing which citizens hold multiple passports. Getting this data is an issue because only the person and the nation which offered citizenship would reliably know.

For example, pic related is Chuck Schumer. He is an American citizen but he could also be an Israeli citizen. The US government would not be able to know for sure and would have to rely on voluntary truth, searching his property for documention or getting the information from the Israeli government. All of which have their challenges.

Thats only capturing passports when used though. Someone could have citizenship from another country but only ever use their American passport to enter the country.

I know they are supposed to "voluntarily" declare which nation's they are citizens of but what if they don't. How can we get that information?

Like I get that the government are bad guys but this stuff is catastrophically bad organizational problems being fixed. Like obviously a cop shouldn't be given your Social Security or whatever but central medical records between healthcare providers is just how a robust medical system should operate.
