Yeah. We have a beautiful bike trail in our town. It connects several other small town centers and runs for over 50 miles. That's because it was built on the rail bed of the local train they tore up in the 1970's. Also, the bike trail is deliberately blocked from connecting to shopping areas. The term "walkable cities" does not mean that you have to be able to walk from one end of the state to the next. It just means that you should be able to walk from your house, to a public transit like bus/train/subway/whatever, and then get off at a station in/near the city and then be able to walk anywhere in the city.

With this in mind, the size of states has absolutely nothing to do with anything.

And actually being able to walk those parts. Which means pedestrian-friendly urban design, and not highways where you have to walk half a kilometer in the wrong direction before there even is a crosswalk.
