A lot of these so-called “walkable towns” are being built. Look up Watters Creek Village in Allen, Texas. Picrel. It’s a new development that features pretty much everything you would need within a walkable distance of your apartment. There are stores and shops on the ground floor with apartments above them. Cars are used here, but it’s a pain in the ass to drive through because it’s mainly for pedestrians.

I’m 100% Northwestern European and my ancestors survived in Texas long before AC and cold water. They were farming outdoors too. I think it’s just a skill issue, there are ways to survive the heat if you know them.
