To advance in rank, in most brigades you need to have political connections, it's not merit based at all. That's the first problem. The second is that the pay is largely shit especially for people with some knowledge. They can simply go to other civillian sectors. The third is the safety standards, or lack of them, shit is constantly exploding in gov/private facilities. You can blame sabotage or whatever. Then it's about lack of security, Either way there's a problem. Fourth, military is simply unpopular in the whole world right now. Fifth, you're talking about Croats, you forgot to say they pay the draftees double than our government will do.Six, since the government is unpopular it's very hard to expect young people, who are already predisposed to largely anti-military opinions everywhere in the world, to react positively to the idea of washing toilets for 2 and a half months.
