Buddhism and Taoism had very strong influences on Chinese culture and governance, your assertion that Chinese religion did not have strict influences on Chinese society is not true in the slightest. And even in Japan where religion does not dictate their social norms they still have very strict cultural rules they live by as if it were a religion. Thomas Newcomen invented the first marketable steam engine in the late 1600s. James Watt is credited with ushering in the steam age however when saw it 60 years later and immediately realized it was inefficient because it used the same chamber to both boil and condense the water and that separating them would make it 4x more efficient.

As it turns out though he was not actually the first person to figure this out. Newcomen was. He had to design the chambers to be two in one because the seals and metal they had at the time were not advanced enough to build a dedicated steaming chamber. You need a somewhat efficient system to drive a turbine which drives a shaft which is what is going to give power to whatever you want to move using steam. Also some basic boiler is not going to move shit, you need a high pressure boiler to generate movement/power/electricity, the more pressure the better.

The technology for a steam engine has existed since the 1600, but it was considered a gimmick since it not only would not fit any ship, it was proven to be slower than sails, and having a coal fire inside a wooden ship was a big hazard.

It took until the invention of a boiler small enough to fit on trains, the invention of the faraday disc, and the invention of the screw-shaped ship propeller for steam to become widespread.
