People would get transferred to ICE from other agencies and then immediately request to be transferred somewhere else. More than a few people ended their government careers by quitting outright if they didn't secure a transfer within a year, because they'd rather find a new job than be stuck working at ICE. The organization was so hated no one wanted to be a part of it, which lead to a filtering process where anyone who was still working at ICE for more than two years was basically confirmed to be a psycho or extremely racist, because no one else would stick around in the job that long. Keep in mind, that reputation was true *10 years ago*. I can only imagine how much worse it is now. Point being, with how bad its gotten now the only reasonable thing left to do is a complete reboot. Fire everyone, build up the organization with new hires, previous work experience at ICE disqualifies you from the new organization made to replace it.
