The Euro countries only have such high adoption due to massive government incentives, strict fleetwide emissions regulations and the looming threat of a total ICE ban for new vehicles.
The ironic thing is that the EV adoption in the developing world is happening without any of those factors. It is happening because China is able to produce and sell EVs for far less than existing auto makers and produce and sell ICE vehicles. This proves that all the heavy handed tactics of EU regulators was unnecessary and the adoption of EV was inevitable once the technology was at a point where it could compete and beat ICE on dollar value.
And the reason India isn't adopting EV is because their power grid is absolute poo. Even in their largest cities they still have daily rolling black outs and random outages, let alone if the majority of the country where the power grid is even worse.

Also EV adoption is inevitably going to be slower in countries like the US, Canada and Australia where people often do long journeys by car that push or even exceed the range of an EV. And even though charging infrastructure and speeds are improving, it's still a mental barrier for adoption. Oh yeah also ICE is just better if you can afford it. The reason EV adoption is booming in the developing world is because they are poor and Chinese EVs offer good upfront value. But depreciation is real, and the longevity of Chinese EVs are unproven. After sales support is also trash. The EVs made by legacy auto makers do not offer the same value as Chinese EVs (which aren't even available in the US anyway).
If you have the money an ICE vehicle is arguably still the better financial decision. You will pay the same or less than a legacy brand EV upfront, and will recoup much of the savings on fuel or the price difference of a Chinese EV when you eventually sell your ICE on the 2nd hand market. This is especially true in the US where fuel is so damn cheap compared to other developed nations.
