No it isn't, this is literally a casino psyop. If you've ever actually spent time in Vegas, hardly anyone tips, but there are a lot of soft pressures everywhere trying to get you to. I had a dealer straight up take a tip from me once after "misinterpreting a hand signal" and then played the language barrier card. Hell, even the op pic says "96% chance they didn't tip", which, if not hyperbole, shows that it isn't common or customary.

This is actually a real thing. Not so much cheating to help, but giving advice and acting "on your side". I've seen blackjack dealers coach the players on basic strategy, because they can get people to tip when they win a hand. The house already has an edge, they don't need the dealers tipping the scales for them. Tons of interviews with dealers and ex-dealers saying the same thing. They want to see you win because you are more likely to tip. Not like they get a bigger cut if the house wins.

Tipping at the tables is custom though, but there's no percentage consideration
