its not just the price - the issue is that there will not be enough physical oil *available* for every refinery so we're now in the beginning of a twilight zone where we may have massive forced drops in consumption (imagine for example, not enough money for every commuter to go to office or for every public bus to run. Prices might not rise only if and because some catastrophe like that happens which has its own effect on the economy. Hypothetically, what will the garment industry in BD do if there's some bus service in Dhaka but no bus service in Gazipur or Narayanganj? Because there's no diesel to be had regardless of how much an individual garment exporter is willing to pay for diesel?
