So, basically, the way OPEC works is it tries to maximize the net present value of oil deposits.
Contrary to what people think, its goal is not to set a price of oil as high as possible. Because doing so would create an incentive for people to invest into alternative energy sources.
So the policy of OPEC is to try and keep oil prices inside a band of "medium prices" that are not too high to deter consumers, but not too low to lose money.

But Qater is not interested in that, they're looking beyond oil, so their policy is effectively to get as much oil out as possible and get as much cash as possible right now.
They can't do that if they stay in OPEC, because they'd be bound by production quotas (that's how OPEC controls prices).

The US produces more oil than any other nation individually. Other oil producing countries formed OPEC specifically to counter the US dominance of the oil market. If oil prices drop all those other countries will go bankrupt long before the US. They can't survive on their own. They can barely even survive together.
