So kind of like a basline thing of value; like food, clean air, drinkable water, law and order, military strength, a command structure - you must have it as part of a "platform" from which to pursue higher ambitions, like having a lot of wealth and abundance, or nuclear weapons. If that's true, then one's ethnic wellbeing is actually a higher-order factor than their achievements, wealth, even their very existence, because it is necessary for these to exist, and they are downstream of it.
