Why didn’t Iran build underground facility deep enough underground like china did?

Who's to say they haven't? They've had time, I don't know what the expenses involved are since I don't know enough about regional geology.

They go deep underground to minimize disturbances from cosmic rays, and fill pools with super-purified elemental liquids like argon, and then surround the pools with detectors looking for stray particles.
I am kinda not convinced about dark matter but I am not a physicist so I don't have a better explanation. I figure China is studying 20% for extreme scientific prestige if they can prove its existence/measure its characteristics and 80% in hopes of making some fundamental science breakthrough that will lead to unassailable technological superiority, much like harnessing atomic power first did for the US.
