Even when we are directly affected, like with the pandemic, a lot of people react with excitement or relief because any drastic change is potentially good news for people who are living miserable lives.

The other reason is that, in the early days, we were unsure how bad it would get and how long it would last. That lack of predictability gave people hope that a lot could change for the better.
