i believe the implied difference is that the two scenarios are different because one is aggressive and one is defensive ie. one group is conscripting people to and murder others to acquire territory, the other is conscripting peope to defend their community from people coming to kill them for territory. one can argue pretty easily that Ukraine is fighting a just war, while russia very explicitly is not
