America, for example, has multiple layers of intentional sabotage baked into our government to ensure that the minority has disproportionate control over the majority, such as the electoral college. Its basically not even a representative democracy since theres the senate and everyone needs to get 3 branches of govt to agree on everything and then even get 60% of agreement in the senate.
