Mostly the first, though. Nobody is allowed to enter a market without spending 5x first year revenue in regulatory overhead, and then you have the five or six giant corps already in that space running at a loss to undercut you until you go under, then hiking up prices.

Basically, regulators and government at all levels are entirely captured by the companies that are supposed to be regulated, which results in de facto monopolies. Raising the minimum wage doesn't fix that at all, it just pushes those companies to cut hours and jobs, increase their capital spend to automate more away, and raise prices to ensure more people - not fewer - are poor.
