There's historically not been a need to run scams since you could make more money being legit. At most we're talking about nepotism and insider trading which you could do and not completely destroy the system because there simply was so much so go around that even if you could hire your nephew you still had to fill ten more positions and you don't have that many nephews so you have to fill the ranks with people who are there on "merit"
