This will only apply to megacorp customers who have huge contracts. So companies that ship through FedEx will get refunds. The dudxe who was shafted for an extra $15 to ship one package one time will not see anything back. There would simply be too much administrative work. Unless of course FedEx decides to chaege an admin fee for going through thw wffort ;)
