Service animals are different since even if someone lies and brings in an animal that isn't trained to treat a disability, that doesn't limit the access of someone with a legitimate need. Essentially, requiring documentation wouldn't improve access to service animals for the disabled so that's not a thing. The disabled individual's right to avoid discrimination is considered more important than the businesses right to discriminate, although of course in some cases discrimination is lawful when not made against a protected class and serving a legitimate business need.
