Food aid is a drop in the bucket. Africa's issue is import reliance in general. Most of the food and fertilizer that Africa imports is paid for with oil/cash crop/sweatshop money. If any of these markets collapse, or if there is a global grain/fertilizer crisis, then African nations would be the first ones which couldn't afford food anymore.
