Fully biodegradable plastics and associated chemicals have existed for a long time, except their patents or methods of manufacture have been held by the likes of Dow Chemicals and licensing fees are insane if they will even give you one in the first place. Most biodegradable plastics for sale in the West are either much more expensive than they should be (due to the steep liscencing fees) or simply inferior non-patented chemistry.

That's all there is to it. Governments could, tomorrow, remove the patent protection for these superior methods and materials and mandate their use in non essential items. 80% at least of items made of plastic today are items meant to be disposed of in short order and really do not need to be made of plastics that take a century or more to break down, if at all.

There is public funding for research in the US. It's through the NSF through which professors can apply for grants for their research. NSF grants for many scientists are often sufficient though it would certainly be better to expand the NSF budget rather than spending that money on Israel.

Glass and tin are good.
We used to have a much better glass recycling system where people would get paid to return their glass or they would be charged less in the long run - like the milk man. Now we are expected to do this shit for free so a recycling plant can profit from my free work sorting and washing containers. And like many people who live in houses and not condos, I am forced to recycle because of the garbage bag limit.

It would be good for quickly consumable goods or things that sell quick. Anything with a shelf-life or fresh-by less than a month.
Drinking straws and cups. Sandwich wrappers. Take-out and meal prep containers. Candy wrappers. Plastic wrap for stuff at stores. Baked-goods bags. Food prep gloves. Coatings for disposable paper materials. Half of everything at a gas station. Might be good for shelf-stable goods if you put them in better containers at home.
Would reduce a massive amount of waste. That is, provided the material doesn't degrade into something just as bad as microplastics and the Chinese aren't trying to pull a fast one on the world.
