I feel like a long time ago bars were empty of music except for maybe some live music accompaniment. If you got drunk you could walk home. They were lit by candles and fires. Everyone there was your tribe. People were there to socialize not to get laid. And the drinks and food weren't really expensive. Some of the laws which could address this would be the ones banning discrimination, the ones which regulate the alcohol and food industry, the ones about assault etc. Urban planning, this sort of environment could only work in cities designed before the 20th century so drunk people could walk home. And as always, clothing. Simply put I do not think its possible for people to be cozy when they are hanging out in cotton polyester. Cold, damp, sweaty. The traditional tavern setting was full of people in nice wool clothes that kept them comfy, warm, and healthy. In my imagination at least.

You gotta get outta your head buddy, also find a better bar. They all have their own identities and each attracts a different type of clientele. If you want a classier vibe, try a decent restaurant or hotel bar. If you want more social, pick a place that has pool, dice, cornhole, or some other group activity to play so theres always something to do other than just drink and talk. I was never a bar guy either til I started bartending/managing at one and had to answer the question of how to justify the costs, so I know what you mean, but basically youre just mismatching with venue, its not all how you describe unless you live in 2 road town.
