It supplies drinking water to over 40 million people. If lake mead drops much more, billions of people may die. California's drought and water crisis is entirely man-made by the Federal Department of the Bureau of Reclamation picrel. Your suggestion to do the same to the Great Lakes would create the same crisis California faces. This would all be solved by tearing down the dams and man-made aquaducts that create the problem.
