And what is scary is that fish usually follow ships, since there are scraps of food, now is the a fish or a drone. Ship engines make a certain frequency when moving so I doubt that it would be hard to program a drone to find it and go boom. Trying to use shitty small drones to attack large surface ships is stupid. The Chinese have plenty actual anti-ship missiles that can damage a carrier.
Also Phalanx doesn't work very well, it's a cope system that doesn't do shit against a serious incoming target. Missile based CIWS is better but realistically if something gets through the air wing and AEGIS escorts then it's probably going to hit the carrier.

I'm not sure what your definition of cheap is, but all of that is extremely cheap right now. For that simple detection even a raspberry pi is more then enough, but there are even cheaper specialized options out there. The sensors aren't expensive either. The most expensive part will be the materials to make the physical drone with good enough payload capacity.
But then take numbers into account, Iran's drones are considered cheap, but you wouldn't be able to afford one.

This isn't anything that different to existing risks from sea mines or torpedoes. A carrier is almost impossible for a small drone to sink, the Soviets reckoned on them taking multiple hits with large AShMs like the Shipwreck. It's the same with the Chinese ballistic AShMs.

Basically you have two types of drones, long range or short range. The only way to jam-proof short range drones used to be hooking them up to a filament cable like certain shoulder fired missile systems, and for long range drones to program it to strike a specific GPS coordinate using the same methods as analog ICBMs (this of course is useless against moving targets like aircraft carriers). Until America reverse-engineered a Shahed, called it the LUCAS, and stuck a Starlink terminal in the top which makes jamming all but impossible. Only America can do this because Elon Musk shuts off Starlink access to non-American users at the least convenient times. So, for the foreseeable future, we have a monopoly on the only kind of drone targeting and control system which could possibly be effective against our aircraft carriers

missiles and torpedoes are notoriously expensive, but drone tech might force that to improve itself as well, as the biggest difference there is the method of delivering the payload. Internal combustion, rocket, jet or electric motor all have their use cases.
Rockets can be made extremely inexpensive as well.

Drones are, in fact, weapons that are only feasible in countries that do not care about civilian harm or human rights.

The reason drones are cheap is that they lack expensive positioning sensors.

Therefore, there is a possibility that they could accidentally fly into areas where civilians are present and attack them. if sensors were added to drones, their cost would skyrocket.

A country like the US, which prioritizes human rights, cannot manufacture such weapons.

A loitering sea mine type-thing with a supercavitating charge would do the job, same with some sort of scaled up Lancet or Harop that's basically an anti ship missile that hangs around until it sees something.
