It's a two purpose situation, one it keeps the oil future prices down while simultaneously helping those "lucky" traders that are shorting the oil markets. The oil shorters and the people in charge of the government currently have the same goal and that is for the price of oil to go down, one does it for the Public Relations and the other does it to get rich.
