It's never going to win a kinetic war, this isn't Red Alert where they use psychic powers to get people to change sides. Think of it more like trying to lower morale of the enemy, creating confusion so the enemy doesn't make as good a decision that they otherwise might've made in some cases.Think of more like degrading the enemies capabilities, similar to funding partisan force might. Also people underestimate having a little bit of an effect across a large group. How do you measure that? It's more like a hidden variable.Take for example marketing luxury products. It seems completely pointless when they just show you some celebrity wearing underwear or perfume. It's not trying to get you to go out an purchase it. It's for when that important event, like Christmas a loved one's birthday, anniversary comes around and you're looking for something and then that "seed" was planted long ago, where you have the association of status and luxury with the brand you've been seeing and it nudges you towards buying it. Maybe some people were going to buy it anyway out of habit but it's building that brand recognition over time. In some cases it's even indirect, if you're some autist that might be overthinking a gift, your normie friend just says buy brand X and so you do, and the advertising had worked on them.

The real point of MK Ultra was always to demoralize, brainwash and manipulate the domestic population of the US, not the US's alleged "enemies". The Cold War was just the excuse to carry out programs targeting the American people.
