If you want more of a certain behavior in a child you reward that child when they exhibit such a behavior. When you want less of a behavior you see in a child you punish the child with consequences they can understand so that they become more adverse to that behavior in the future. The problem today is we don't have a cohesive society that can agree on what behaviors are good and bad.
