The Gulfies might well all just collapse into anarchy in the next few months if the strait doesn't open, and if they don't they're going to be much weaker than they were before the war. Really the only country I see becoming a nuclear power in response to Iran becoming one is Turkey. I think that the Iranians might be willing to live with that if they need nukes to keep Israel and the US at bay.
