These democrats will come from the most D-voting districts, counting down to the least D-voting districts.So let's say you have 10 districts. Because of the statewide total, 6 of them will be democrats. You take the 6 most D - voting districts in the state, and assign them Democrat representatives.That way, there's no more incentive to gerrymander. The only way a district gets a representative it doesn't want, is if there is a lot of gerrymandering. That means all the incentives line up to produce fair maps
