The problem with heating is the volume of space you are trying to heat. Sleeping in a trunk like I do is effortless to heat. I sleep naked in my sleeping bag at -15, easily. Burn a tea candle in a tea pot to stay warm or to get rid of the moisture.

You solve homelessness by having the state execute every drug dealer. Selling drugs? Damn, man, guess you have to die. Homelessness is ALWAYS due to drugs. I don't mean someone's house burning down and now they're technically homeless, they have infinite options for charity and insurance and they will be taken care of.
