In a keynote policy speech, Foreign Minister Johann Wadephul put forward proposals for reforming EU decision-making processes. Wadephul emphasized the German government’s intention to achieve more in Brussels through enhanced cooperation. “This means that in policy areas where joint progress with all 27 member states is not foreseeable, we will move forward with a smaller group of countries,” he urged. Within this small group, projects should be implemented at the European level “without requiring everyone to participate right away.” Experience has shown that other countries often come on board later.

Wadephul’s idea is reminiscent of earlier plans from the CDU for a “core Europe,” as proposed in 1994 by Wolfgang Schäuble and Karl Lamers, who was then the party’s foreign and European policy spokesperson. His predecessor’s predecessor, Heiko Maas of the SPD, had also proposed majority voting and other reforms in 2019 in collaboration with France.
