It was supposed to be built in Veliko Selo, near Belgrade, a nearby village. Problem is, that facility needs vast space and that space encompass 100s, if not thousands of very small properties owned by various people. Each piece of property needs to be bought from the owner in a process called expropriation. That expropriation drags for so long, I think that some properties are locked in a 20+ year process on courts. Courts are inefficient and corrupt, government wants to pay as little as possible and in turn owners want to be compensated properly, this alone bogged down entire process, I even dare to say it completely forced it to a full stop.Next thing, there are some foundations and stuff built there but due to neglect nobody maintains it and guards it. People stole everything that is not bolted down or welded. Imagine you go to a construction site and a truck brings you a boatload of planks and other material so you can create a mold for concrete pouring. You come next day and everything magically disappears.Another problem is this facility needs its own substation, which is also bogged down in bureaucracy. Because it is a 35 kilovolt substation with same power lines it needs a clear zone around the cables and pillars. Nobody want to open that can of worms because some smartass plotted the power lines to go over homes of a dozen of people.Another thing that even more complicates things, this project got funded via loans and credits multiple times in the last 20+ years, each time they pompously announce the continuation of building the facility yet instead government spends that money on some other shady thing. I am talking about 250+ million euro loans. And in between those individual loans some construction company brings materials and equipment, which gets stolen and here we go again.

There is only one public road there, in case of emergency or bringing heavy machinery for construction they have to crawl through a narrow passage that we call a street. On some parts of the road when two busses meet each other they can barely pass, that is how tight that road is. If something were to happen in that facility and there is something blocking the road the facility is practically cut off from the rest of the world.There are no docks or any ports in that area so using Danube itself is impossible. To make things worse, there are two islands there, teeming with wildlife and both of them are natural reservations. Čakljanac and Forkontumac. The facility (I will refer to it as PPOV further as the government calls it) is located right on the other bank of Danube across those two islands.And in the end, the best part. There are tunnels built for this purpose, under whole Belgrade called interceptors. A huge machine dug underground and laid pipes which would be used in the future to transport all of the sewage and wastewater to this facility. That part is finished but the problem is from time to time government announced it should be repaired, entire sections needed repairs. They had to repair something that is not in use! How on Earth are those interceptors going to function when they need repairs while they are not used.Anyways. If they really wanted to build it they would. But they don't care.
This happens a lot of the times. You do not have a choice but sell your property at the estimated market price if the government needs the land. But of course the retards offer less money, and most people take the case to court.Courts here are very slow even for huge cases that the whole nation hears about.
So that's why the Danube water smells like Russian semen.
