average life of paint is 2-5 years depending on the type (rubber, epoxy, acrylic) and the quality of the surface prep before applying. a properly resurfaced gunite shell pool will last 20-40 years minimum depending on the surface material selected (plaster vs aggregate finishes) and the maintenance care it receives over its lifetime

This is not correct. The reflection happens at the boundary layer when factoring in the index of refraction and the wavelength of the light. i.e. it will look the same as it did before as far as the reflection goes.

The blue opaque coating underneath will have no impact on the reflection.
