There's limit to what they can send without much escalation. If they tried to sell directly weapons now donny would get mad and send more himars to ukraine. They are sending parts to make iranian asymmetric war units that's enough for iran i guess since it's not conventional warfare anymore. China is also following similar strategy but since they have more diplomatic leverage so their help is more effective though still not kinetic.
