I successfully avoided a census taker a few years ago. She came back to my building multiple times, bothered my neighbors, left notes in my mailbox and on my door. Judging by the reaction, I'd say yes, it's effective not to participate. And I did it deliberately because I hated our local and county government. She was lucky I don't like fava beans and chianti.
