In our town, the only new sidewalks that are built are when a new corporate shopping plaza is constructed. So you get a patchwork like in the op, that feeds directly into the heaviest 4 and 6 lane crossings that are deadly to pedestrians. They're not plowed or shoveled in winter. Road debris piles up. Utility poles are planted in the middle of them, and they're never maintained again after the first time they're laid down. It's worse than that for other reasons I can't think of just this second. Whatever no one cares we like it this way.
